Wikimedia Commons as a structured database of open access images: An example of legal arrangements related to image import and attempts of data maintenance by WMF

The
movement to open up digital copies of artworks owned by so-called GLAM
institutions such as museums and galleries has been spreading both
domestically and internationally. On the other hand, the use of digital
copies in Japan has not progressed so much. One of the reasons for this is
the lack of the legal and technical procedures for smooth use.
In this article, I would like to introduce an example of legal standards
for GLAM agencies' open access images on Wikimedia Commons, an open media
file accumulation database by the community, and our efforts to build a
structured database to promote their use.
