Digital archive development requires management from a management theory that integrates the entire process. In planning, developing, and operating digital archives, digital archivists as human resources and directors grasp domestic and international trends, organizational missions, digitization technology, establishment of rights processing methods, and collaboration with other digital archive providers. It is necessary to manage cooperation, organization's people, goods, money, information, ethical standards, etc., and realize continuous data provision. This paper is to examine the necessity of digital archive management theory required for digital archivists.
